In 2027, salaries of certain categories of employees of federal institutions will increase by 8%. Indexing will begin on January 1. All the details are in the Izvestia article.

Indexing parameters

An 8% increase in wages from January 1, 2027 will affect employees of federal government agencies in the fields of healthcare, education, science, culture and social security. According to the budget plans, in 2028, a further increase in payments by 7.3% is envisaged for the same categories of employees.

It should be borne in mind that such an increase will not affect all state employees, but only those who work in federal institutions. The total amount of income of a particular specialist, such as a doctor, will depend not only on the indexation, but also on his position, workload, as well as the availability of incentive and compensation payments.

Salaries of security forces and teachers

A different indexation procedure has been established for military personnel and employees of law enforcement agencies. The materials for the federal budget for 2026-2028 include a 4% increase in their salaries, which will occur not from the beginning of the year, but from October 1, 2027. The same indicator was envisaged for 2026.

In parallel with the planned increase in payments, the government is improving the system of remuneration for teachers. In particular, the Ministry of Education is working to create unified and understandable approaches to the formation of teachers' salaries in order to make the system of calculating basic payments transparent in all regions.

Indexing in the commercial sector

Employees of private companies are also eligible for indexation, but there is no single fixed percentage for them. According to the Labor Code, employers are required to raise the actual salary due to rising prices, but the specific procedure and amount of the increase should be fixed in the local regulations of the organization.

It is important to distinguish between indexation, which is carried out to compensate for inflation, and the usual salary increase for transfer to a new position or qualification. Also, indexation should not be confused with a change in the minimum wage, as these are different mechanisms for supporting citizens' income levels.

Salary growth conditions

An increase in the minimum wage to 28,935 rubles fixes a new lower limit for remuneration for work. If, after changing this indicator, the earnings of an employee who has fully worked out the time limit turn out to be below the minimum, the employer is obliged to bring it to the established level.

At the same time, there is no automatic salary increase by the same amount for all categories of staff. The final income of an employee is formed not only from salary, but also includes bonuses, allowances, as well as incentive and compensation payments.
