In 2027, insurance pensions in Russia will be indexed twice: in February and April. This was announced on October 12 by Finance Minister Anton Siluanov at a meeting of the State Duma Committee on Budget and Taxes.

"Insurance pensions will be indexed twice: from February by the inflation rate of 6.8%, and from April by 3.3% — these are the amounts by which, as we estimate, wages in the economy will increase," Siluanov said.

According to forecasts of the Ministry of Finance, by the end of 2027, the average old-age pension will amount to 29,924 rubles. The minister also said that next year the living wage and the minimum wage will increase in Russia.

Thus, the living wage will be set at 20,227 rubles, and the minimum wage will increase to 28,935 rubles. According to Siluanov, such dynamics will make it possible to fulfill the task set by the president to increase the minimum wage to 35 thousand rubles by 2030.

Starting in 2027, the country is returning to a two-stage indexation system for insurance pensions, which was suspended in 2019. Earlier, Deputy Prime Minister Tatyana Golikova confirmed that the first stage of the recalculation will be linked to actual inflation, and the second will be an additional increase in payments.

The parameters of the minimum wage increase were also discussed in the State Duma. Yaroslav Nilov, head of the Committee on Labor, Social Policy and Veterans' Affairs, noted that by 2030 the minimum wage is planned to be increased by at least 8 thousand rubles. At the same time, the regions will retain the right to set their own minimum income threshold for employees.
