Dmitry Satin, Deputy Head of the Federal Tax Service, announced during the plenary session of the All-Russian Tax Forum of the Chamber of Commerce and Industry of the Russian Federation on October 21 that by 2027 a concept of a transitional tax regime for the self-employed would be formed.

"This year, perhaps before the new year or early next year, this is the period when a unified concept of the so—called single transitional special tax regime should be formed, which would allow the company to gradually increase the tax burden as it grows, so that it does not be jerky," he said, recording the broadcast. published on the Rutube channel of the CCI of the Russian Federation.

According to him, drastic changes in the tax burden hinder business development and encourage its fragmentation. A single special mode will combine the experimental modes of self-employment and auto-sleep, which are valid until 2028 and 2027, respectively.

Satin noted that the development of the self-employed regime is going well, but requires adjustments. In particular, the integration of self-employment into the simplified taxation system, changes in B2B and B2C operations, as well as the indexation of the threshold for applying the regime, which currently stands at 2.4 million rubles, are being discussed.

On October 19, Deputy Finance Minister Alexei Sazanov announced that the issue of maintaining a special tax regime for the self-employed after 2028 is planned to be reviewed again in 2027.
