Fundraising: The Federal Tax Service tightened control over large businesses and collected four times more
In the six months of 2026, revenues from the tax control of the largest companies increased 4.4 times and reached 91 billion rubles, according to data from the Federal Tax Service, which was studied by Izvestia. The number of on-site inspections of such organizations increased by 83%. In general, revenues for all enterprises increased 1.5 times due to stricter controls, to 326 billion rubles. Increased supervision is taking place at a time when the fiscal department is fighting shadow schemes and automating its work. What violations the tax authorities began to identify more often and whether the business faces a further increase in tax claims — in the Izvestia article.
How much did the budget receive from the largest companies
The Tax Service has strengthened its control over the largest Russian companies. In the six months of 2026, budget revenues from them, based on the results of control and analytical work (that is, before inspections), immediately soared by 337% compared to the same period last year, to 91 billion rubles. This follows from the data of the Federal Tax Service.
At the same time, the number of on-site tax audits of such businesses increased by 83%, to 55. There were 85 of them last year.
The share of revenues from the largest taxpayers was 54%. These include companies with annual revenues of over 35 billion rubles. These companies include oil and gas giants and retail chains.
In this segment, even a small percentage of going into the shadows leads to a loss of billions of rubles for the budget. Therefore, inspections of the largest companies make it possible to replenish the treasury quickly and intensively, explained Alexey Moshkin, General Director of the Tax Assistance Center. According to the Ministry of Finance, the budget deficit in January–September 2026 amounted to 5.2 trillion rubles, or 2.2% of GDP.

Last year, the Federal Tax Service announced that the number of on-site inspections has been decreasing for several years in a row, as the emphasis is on taxpayers voluntarily clarifying their obligations. But now the Federal Tax Service has increased the number of departures. This trend is also observed in the regions, said Olga Idzon, a tax consultant and partner at the VED law firm. According to her, the point is to quickly conduct an audit and receive money to the budget as quickly as possible.
Another reason for the increase in revenue is the digitalization of control, says Daniil Gonenko, associate professor at the Department of Economics and Finance of the Public Sector at the Presidential Academy.
— The tax authorities see much more today than before. They can compare information on counterparty chains, cash flow, and business operations of companies," he explained.
First, the Federal Tax Service identifies potential violations and suggests that businesses independently clarify their obligations by paying taxes. If the company refuses, then more serious control work may begin in relation to it, including an on-site inspection.
The largest taxpayers have crucial budgetary importance for the state, so special attention is paid to them, added Ekaterina Golubtsova, Associate Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics. The company's revenue, profitability, and tax burden are evaluated in comparison with industry averages, she explained. Significant deviations may indicate the use of illegal schemes, such as underestimating the income base, splitting up businesses, or the misuse of benefits and special regimes.
A significant volume of intra-group and international transactions also creates additional tax risks associated with foreign operations and pricing, Olga Idzon noted.
The number of demands and calls for tax meetings has increased significantly this year, said Vadim Rud, Managing Partner of the Ant Attorneys Law Office.
— Among the innovations of 2026, it is possible to single out requirements for the payment of not only VAT on transactions with questionable counterparties, but also income tax, which increases the average payment receipt by one company at least twice, — he said.
In addition, tax authorities have become more likely to identify violations such as business fragmentation and the use of technical companies, Olga Idzon said.
The Federal Tax Service continues to apply a risk-based approach to all taxpayers, including the largest ones, the service told Izvestia. She informs companies about the identified risks before deciding on the appointment of an on-site inspection, so that they clarify their obligations on a voluntary basis, the fiscal department explained. If this does not happen, the Federal Tax Service decides to carry out on-site control measures.
Why is the tax service tightening its controls
Revenues from all companies based on the results of on-site inspections and analytical work increased 1.5 times in six months, to 326 billion rubles, according to the Federal Tax Service.
Regulatory authorities are now receiving more analytical data on the real state of business, industry trends, tax arrears and business activity dynamics than they used to, said Daniil Gonenko from the Presidential Academy.
In his opinion, the trend towards increased control will continue. But this does not necessarily mean that the number of departures will constantly grow. They are needed for more complex cases.
In addition, the role of the checks themselves is changing. From mass control to more targeted work with taxpayers who have identified significant problems or risks, the expert said. Alexey Moshkin from the Tax Assistance Center agrees that the Federal Tax Service has become more precise in choosing its goals. The additional charge for one desk check increased by 84%, to 116.3 thousand rubles.
Now the government is focused on whitewashing the economy. The draft budget for the next three years plans an annual revenue of 500 billion rubles for this item. According to Ekaterina Golubtsova, this helps to achieve the sustainability of the state budget without increasing taxes on businesses and Russians.
