- The business presented Putin with the concept of tax certificates for economic development
Russian business must receive all guarantees of sustainability, and the state must ensure its complete security and protection of interests. This was stated by Vladimir Putin at a meeting with the head of Delovaya Rossiya, Alexei Repik, on October 12. The entrepreneur stressed that the domestic business has accumulated important competencies for the country, which should be used in economic realities. In particular, the parties discussed the parameters of the new investment cycle, the mechanisms of tax certificates and the protection of entrepreneurs' rights.
What was discussed at the meeting
Russia's domestic non-resource sector has undergone a major evolution: over a quarter of a century, Delovaya Rossiya has grown from 243 members of the association to 10,000 owners who employ 4.5 million employees, proving resistant to sanctions and crises. But the old models of growth through the implementation of major projects in the raw materials sector have exhausted themselves, Alexey Repik emphasized at a meeting with the president. In his opinion, the key task now is to restart the investment cycle, focused not on "abstract trillions", but on the quality of changes, technology and productivity growth.
The mechanism of investment tax certificates is designed to support the new cycle in exchange for a temporary waiver of a number of business benefits. The scheme does not require expenses from the treasury right now: the company builds or automates facilities at its own expense, receiving a certificate that allows it to compensate up to 50% of expenses. The bank issues a loan against it, and the deduction will be paid off only from future profits from 2031 — there is no new profit, and there is no deduction. At the same time, Alexey Repik stressed that entrepreneurs have accumulated the most important competencies that cannot be neglected: the association has a whole set of ideas on how to maximize this potential.
Vladimir Putin supported the discussion of new incentives and called for full guarantees of security and sustainability for Russian businesses. "The state stands guard over its interests, just as business today responds to all the challenges that Russia faces," the president stressed. He also accepted an invitation to attend the 25th anniversary Business Russia Forum and expressed the hope that nothing would interfere with the planned plans.
