The State Duma has listed 17 regions with a ban on the retail sale of vapes

A ban on the retail sale of vapes has been introduced in 17 Russian regions. This was announced on November 7 by Chairman of the State Duma Vyacheslav Volodin.

Decisions were made in the Vologda Region, the Trans-Baikal Territory, the Nizhny Novgorod Region, the Nenets Autonomous District, the Penza Region, the Perm Region, the Altai Republic, the Republic of Sakha (Yakutia), the Republic of North Ossetia—Alania, the Saratov Region, the Ryazan Region, the Smolensk Region, the Tomsk Region, the Udmurt Republic, the Ulyanovsk Region and the Chuvash Republic and Yamalo-Nenets Autonomous Okrug.

Work continues on the adoption of relevant laws in 39 more regions. Subjects have the right to ban the retail sale of vapes and liquids related to them in accordance with Federal Law (Federal Law No. 186-FZ dated 26.06.2026).

"Today we see that over 60% of regions have adopted the path of introducing restrictions on the sale of vapes. Experts also note a decrease in the number of stores selling such products. Our task is to do everything to protect the health of people, especially children!" — Volodin's words are quoted on the website of the State Duma.

The Ministry of Health of Primorsky Krai reported on October 31 that a 33-year-old man died due to prolonged use of vapes. The patient was hospitalized with bilateral pneumonia. During the examination, he was also diagnosed with disseminated tuberculosis and pulmonary fibrosis. It is known that the man had been smoking e-cigarettes for 17 years.

Gennady Onishchenko, an epidemiologist, academician of the Russian Academy of Sciences and deputy president of the Russian Academy of Education, said on October 19 that the spread of vapes contributes to the involvement of children in smoking, and stricter restrictions on such devices are being resisted by multinational tobacco companies. The sale of electronic cigarettes (vapes) should be completely banned in Russia, he also pointed out.
