The Supreme Anti-Corruption Court of Ukraine (VAKS) has remanded in custody the former first deputy head of the Department for the Protection of National Statehood of the Security Service of Ukraine (SBU), Sergei Duka, in the Carthage case. This was announced on November 7 by the Specialized Anti-Corruption Prosecutor's Office (SAPO).

"On November 06, 2026, investigator Judge WAX reviewed the petition of NABU detectives, agreed upon by the SAP prosecutor, and applied a preventive measure in the form of detention with the alternative of posting 65 million hryvnia bail to the former first deputy head of one of the departments of the Security Service of Ukraine," the SAP Telegram channel said.

As the Ukrainian newspaper Ukrainska Pravda adds, the prosecution insisted on tougher conditions: the prosecutor of the Specialized Anti-Corruption Prosecutor's Office asked to send Duka to a pre-trial detention center with the possibility of bail of 100 million hryvnias.

Duka's detention became known on November 4. The detention took place against the background of the publication of information by the National Anti-Corruption Bureau of Ukraine (NABU) about the exposure of a large-scale criminal organization. According to the investigation, the members of this group systematically transferred bribes to high-ranking law enforcement officers.

On November 4, NABU reported that employees of the SBU, the National Police and the Office of the Prosecutor General of Ukraine were involved in illegal patronage of fraudulent call centers. The exposure took place as part of a special operation called "Carthage", which was conducted by NABU and SAP. The person involved in the case was Sergey Kropiva, Deputy head of the International Cooperation Department of the Prosecutor General's office.
