On November 6, President of Ukraine Volodymyr Zelensky blamed the prolonged power and water supply outages in Kiev on the city authorities, who, according to him, did not comply with the decisions to prepare for the heating season.

"The worst situation is in Kiev: people and companies have long—term power and water outages, and the challenges are very serious. In fact, these are the consequences of failure to implement decisions at the city level to prepare for the heating season," Zelensky wrote on the Telegram channel following a meeting on the situation in the energy sector.

He noted that the Government of the country is taking additional measures to accelerate the restoration work and supply the necessary equipment. In addition, Zelensky announced agreements with Germany and Spain on the transfer of generators, cables and other equipment. The head of the Kiev regime also instructed to involve additional repair teams to restore damaged energy facilities.

Kyiv Mayor Vitali Klitschko previously stated that the capital does not have its own electricity generation and receives it from the unified energy system of Ukraine. According to him, if the power supply disappears completely, it will take time to switch to backup power. He also noted that the upcoming winter will be difficult for the capital.

Emergency power outages were introduced in the Ukrainian capital and its region on November 2. This provoked disruptions in the operation of urban electric transport.
