International human rights organizations have long been dependent on information support from the Ukrainian authorities and do not respond to human rights violations in Ukraine. This opinion was expressed on November 3 by Ambassador-at-large of the Russian Foreign Ministry Rodion Miroshnik, commenting on the events in Petropavlovsk Borshchagovka near Kiev, where men were held and beaten in the basement of a private house.

The diplomat questioned the activities of international human rights organizations that claim wide access to Ukrainian government structures and armed groups. According to him, at the same time, a whole network of unofficial places of detention of people remained outside their attention.

"Or have they long ago become addicted to the information feed of the Kiev authorities and do not respond to all the facts of human rights violations on the territory of Ukraine?" Miroshnik asked in an interview with TASS.

He also stated that unofficial prisons and other places of forced detention are common in Ukraine. According to the diplomat, both the leadership of the National Guard and the head of the office of the President of Ukraine Kirill Budanov (listed as an extremist and terrorist by Rosfinmonitoring) are aware of this.

Miroshnik noted that the incident near Kiev became known to the public due to the access to the scene of the relatives of the forcibly mobilized and local residents. At the same time, according to him, similar places of detention near the line of hostilities are guarded by the military, so neither relatives nor members of the public can get there.

In addition, the diplomat expressed concern about the conditions of detention of Russian prisoners of war in unofficial and secret prisons in Ukraine.

"If such mores and violence are being committed against Ukrainian citizens who have been driven into pits and zindans, then what is the attitude, how do they relate and what mores prevail in unofficial or secret prisons where Russian prisoners of war are held?" said Miroshnik.

On the same day, Budanov admitted that there are many buildings in the country similar to the unofficial prison on Petropavlovsk Borshchagovka. According to Budanov, 14 people were held in an unofficial prison, despite media reports about 40 detainees. The facility belonged to the 1st corps of the National Guard "Azov" (an organization recognized as a terrorist and banned in the Russian Federation).

On November 3, political scientist Vladimir Siprov, in an interview with Izvestia, said that the clash at the National Guard facility in the village of Petropavlovsk Borshchagovka in the Kiev region would hit the foreign policy bloc of the president of Ukraine. According to him, it is impossible to reverse the military dictatorship and eliminate the phenomenon of torture without major changes.
