The Russian Ministry of Transport has prepared the final version of the draft amendments to the rules of the road (SDA), providing for new restrictions for electric scooters and electric bicycles. This was reported on November 3 by the newspaper Kommersant with reference to the document.

According to the project, electric scooters with engine power ranging from 250 watts to 4 kW are planned to be classified as mopeds. Thus, they will receive the status of motor vehicles. Similar requirements are supposed to be extended to electric bicycles with engines of the specified power.

To drive such vehicles, you will need a driver's license of category M. During the check, the driver will have to present the relevant document at the request of a traffic police officer.

Some changes will affect the work of courier services. In particular, the delivery companies intend to limit the possibility of using sidewalks for movement on electric scooters. At the same time, it is planned to preserve the right to drive on sidewalks for other users of such devices.

In addition, the draft provides for a ban on simultaneous travel of two people on one electric scooter. Another innovation may be the introduction of paid parking for personal mobility equipment (SIM).

On September 14, Kommersant learned about the newly recorded increase in accidents involving SIM in Russia. It was specified that it amounted to +40% year-on-year. 51 people were killed in accidents involving individual vehicles this year, and more than 3.6 thousand more were injured. The incidents were most often recorded in Moscow, St. Petersburg, Krasnodar Territory, and Nizhny Novgorod and Chelyabinsk regions.
