The Ministry of Industry and Trade of Russia has sent to the Ministry of Finance a draft list of metal products to which it is proposed to extend the effect of excise duty upon importation into the country. This was announced on October 30 in the press service of the department.

"The Ministry of Industry and Trade of Russia, taking into account the consolidated position of the industry represented by the Russian Steel Association, has drawn up a draft list of metal products, the import of which into the customs territory of the Russian Federation is proposed to impose an excise tax on imported steel," Interfax quoted the agency as saying.

The list of products was prepared taking into account the opinion of representatives of the industry and the Russian Steel Association. According to the ministry, the list includes about 500 codes of steel products of the EAEU Customs Code of Foreign Economic Activity. These included pipe products, metal structures, hardware, as well as long and flat rolled products.

At the same time, the ministry stressed that the new rules are proposed to apply only to goods from third countries. There are no plans to impose an excise tax on products manufactured in the member states of the Eurasian Economic Union (EAEU).

In the spring, the Federal Customs Service (FCS) noted that circumvention of the rules through the EAEU countries creates unequal conditions for businesses, which is why the state budget receives less funds. Then the agency clarified the additional imposition of increased duties on goods imported from the countries of the Union.
