The State Duma proposed to give discounts on housing and communal services for participation in clean-up days

Residents who improve their yards on their own and participate in clean-up activities should be given discounts on housing and communal services (housing and communal services). Boris Chernyshov, Chairman of the State Duma Committee for the Development of Civil Society, made such an initiative on October 30.

"If every inhabitant of an apartment participates in the development of his small neighborhood, his house, his entrance, his floor, in extreme cases, helps to decorate it, plaster it, tint it somewhere, <...> if every person was engaged in such activity, he would need to be encouraged. How could he be encouraged? Discounts on housing and communal services. It's very convenient through the monitoring system — we have cameras everywhere," the deputy said in an interview with TASS.

Chernyshov clarified that it was not a question of transferring responsibilities for the maintenance of the house to the tenants. Repair of pipes and other engineering equipment, he stressed, should be carried out by specialized specialists. Residents could also participate in the cleaning and landscaping of the territory, as well as help nearby social institutions. For such activity, the parliamentarian proposed to provide a discount of at least 10-20% of the cost of housing and communal services.

To receive benefits, according to Chernyshov's plan, citizens will need to send photos of their work through the public services portal. After verification, they will be able to receive "not a rating or a score, but a specific percentage of the discount for services." According to the deputy, representatives of the municipality should evaluate the results.
