The OP proposed to introduce compulsory medical insurance policies for pets
The introduction of compulsory medical insurance policies for pets can make veterinary care more accessible and increase the responsibility of clinics. This opinion was expressed on October 23 by Evgeny Masharov, Deputy chairman of the Commission of the Civic Chamber of the Russian Federation.
"The introduction of an MHI policy for pets will help people avoid incurring unforeseen debts, receive free and effective assistance in providing medical services, and increase the responsibility of veterinary clinics for treating each of their patients," Masharov told TASS.
According to him, the insurance system will make it possible to keep records and control pets, as well as monitor the quality and cost of veterinary services. Financial transactions can be controlled through electronic document management.
Masharov also believes that within the framework of such a system, it would be possible to allocate quotas for expensive operations for seriously ill animals. In addition, a free examination, in his opinion, can help homeless animals find new owners faster.
At the same time, in order to introduce compulsory medical insurance for veterinary services, it will be necessary to significantly change the current legislation, the representative of the OP noted.
On September 25, Deputy Chairman of the State Duma Committee on Budget and Taxes Kaplan Panes took the initiative to introduce a social tax deduction for the costs of treatment, vaccination and maintenance of pets. According to Panes, the measure may become an incentive for citizens who want to take animals from shelters, but are afraid of high costs for veterinary services.
