- Political analyst Ritter explained the reasons for the diesel deal between Russia and the United States
Allowing purchases of Russian energy resources allows US President Donald Trump to demonstrate the ability to stabilize global markets and create incentives for improving economic relations with Russia. This was stated to Izvestia on October 19 by Scott Ritter, a former US Marine Corps intelligence officer and political scientist.
"I think most people will look at the amount of diesel fuel in question in this deal and realize that it is not capable of dramatically changing the situation. These are not some colossal volumes. However, something else is important: it seems that the United States has found an additional tool to stabilize the market beyond the conflict in the Middle East," said Ritter.
In his opinion, the decision is also related to the settlement of the conflict in Ukraine. The American president is interested in finding economic incentives that could help improve relations between Moscow and Washington.
"One of the incentives he offers is to improve economic relations," Ritter stressed.
He also drew attention to the domestic political side of the issue. According to him, the Graham Act initially left the American president the authority to independently make decisions on exceptions to sanctions restrictions. Ritter believes that Trump would not have signed the document if he had not retained control over decisions affecting national security for the head of state.
"Trump would never have signed it if it hadn't been drafted that way," the source told Izvestia.
On October 18, US Secretary of State Marco Rubio said that ensuring the purchase of diesel fuel from Russia is important for the global market and it will come regardless of sanctions. According to him, the United States is "paying more than anyone would like," and a crisis is brewing in other countries of the world, so it is necessary to work on supplies "delicately and together."
On October 17, Russian Deputy Prime Minister Alexander Novak announced that the first tanker with Russian diesel had been shipped to the world market from the Dickson seaport. The Deputy Prime Minister also stressed that Moscow is noticing an increasing number of politicians and government officials who admit that the rejection of Russian energy resources was wrong. Many in Europe, as Novak noted, have already realized that they were in a hurry to abandon fuel from the Russian Federation. A day earlier, he said that all issues related to freight, insurance and diesel fuel supplies to the United States had actually already been resolved.
