The Liberal Democratic Party proposed to increase fines for managers and resource supply organizations for violations in the field of housing and communal services (housing and communal services). For companies, sanctions can rise to 200 thousand rubles, and managers for repeated violations will face disqualification for up to a year. Leonid Slutsky, the chairman of the party, told Izvestia on October 19.

According to him, the LDPR regularly receives complaints about the inaction of management companies. For years, residents have been unable to achieve high-quality services for money that is regularly paid every month. We are talking about the lack of repairs in the entrances, unresolved problems with flooded basements and landscaping yards, as well as the failure to provide reports and certificates of completed work.

"For violating the rules of maintenance and repair of residential buildings and residential premises, we propose to increase fines for managers to 30 thousand rubles, and for companies themselves to 100 thousand rubles. For disruptions of heat and water supply schedules, the fine for management should also amount to 30 thousand rubles. In case of repeated violations, we propose to increase fines for organizations to 200 thousand rubles, and disqualify managers for up to one year. Stop profiting from people and systematically putting them in danger," Slutsky said.

As follows from the documents reviewed by Izvestia, the bill provides for an amendment to the Code of Administrative Offences of the Russian Federation. In an explanatory note, the authors of the initiative noted that the increase in fines and the introduction of disqualification should make systematic neglect of duties economically unprofitable.

The document pays special attention to utility accidents during the cold season. The authors pointed out that in severe frosts, the lack of heating can lead to damage to indoor systems, flooding of courtyards and the inability to live in apartments. Accidents in several cities of the Moscow Region in January 2026, including Khimki, Chekhov, Domodedovo, Balashikha and Krasnogorsk, are cited as examples. According to the explanatory note, according to the Russian Ministry of Construction, at the beginning of 2024, the depreciation of municipal infrastructure in some regions reached 80%, and the national average was 40%.

"In severe frosts, a communal accident can have serious consequences: people stay in icy apartments, pipes burst, yards flood. In such conditions, negligence and a formal attitude to duties are a direct threat to the health and life of our citizens," Slutsky stressed.

On October 2, prosecutors revealed more than 42.8 thousand violations of the law in preparation for the 2026-2027 heating season. As a result of the prosecutor's intervention, more than 3.6 thousand municipal infrastructure facilities and over 19 thousand km of heat, water and electricity supply networks were repaired in 70 regions. More than 9 thousand ownerless objects involved in the thermal circuit were registered.

According to the demands of the prosecutors, the debt for the supplied utilities was repaid by more than 14.5 billion rubles. Over 700 contracts have also been signed for emergency dispatching services for homes inhabited by 38.5 thousand people.
