- The Russian government has extended the agreements on the modernization of the refinery until July 2027.
The Russian government has extended the validity period of the agreements on the modernization of oil refineries (refineries) until July 1, 2027 and changed the requirements for the quality of gasoline produced. The corresponding decree was signed on October 17 by Prime Minister Mikhail Mishustin, the document is posted on the official Internet portal of legal information.
According to the document, instead of the requirement for the production of "class 5" gasoline, a criterion for the production of high-octane fuel with an octane rating of at least 92 according to the research method is introduced. At the same time, its release and circulation must be allowed on the territory of Russia.
Similar changes have been made to the reporting on the implementation of fuel production plans and the rules for concluding agreements.
In addition, the minimum investment amount for benefits has been increased from 60 billion to 100 billion rubles. The deadline for the commissioning of fixed assets has been extended until December 31, 2026.
On October 2, Russian Deputy Prime Minister Alexander Novak announced that Russian oil companies had learned how to rebuild refineries faster after attacks by the Armed Forces of Ukraine and return damaged equipment to operation. He stressed that the authorities are also working on measures to support refineries, which, for objective reasons, do not fit into the modernization schedules.
