Boom behind the mind: Trump's "superintelligence" will strengthen state control over AI in the United States
The President of the United States decided to replace the usual designation of AI with "superintelligence" in the documents of the executive branch. The technology will also form the basis of the portal. America.gov , which should unite federal agencies and services in a single digital interface. Experts note that the launch of the platform may increase the demand for artificial intelligence technologies from the government. At the same time, developers will have to take into account the requirements of government agencies for reliability, security and system integration. How Donald Trump's decision may affect the technology market is in the Izvestia article.
The state becomes the customer of AI
The American authorities are moving from an e-government model, in which a citizen independently searches for the right service, to an intelligent interface, where AI becomes an intermediary between the user and government agencies. Portal America.gov The project, which was announced on September 29 by Donald Trump, should become a single point of access to information and federal services using artificial intelligence technologies.
The US president believes that the word "artificial" creates a false impression of something unreal, whereas the new name should better reflect the potential of the technology. The American leader first presented this idea in September 2026 at the UN General Assembly, and then repeated it during the presentation of the website, said IT expert Sergey Pomortsev.
At the same time, the heads of leading technology companies, including Google, Anthropic, OpenAI, xAI and Nvidia, signed an agreement with the US administration on self-regulatory measures and the creation of independent committees to monitor the security of advanced AI systems.
At the same time, strengthening control over AI is not the main goal of the launch. America.gov Maxim Abramov, Ph.D., Associate Professor, Head of the Laboratory of Applied Artificial Intelligence at the St. Petersburg Federal Research Center of the Russian Academy of Sciences, told Izvestia.
—But indirectly, the launch can really increase the level of control: more and more officials will start using AI tools in their daily work, which will create new cases that the authorities will want to pay attention to," he said.
The main impact of the portal on the market will be related to the formation of additional demand from the state, agrees Valentin Malykh, head of the Center for the Development of Large Language Models at MWS AI.
"The introduction of AI into the work of departments creates additional opportunities for technology suppliers," the expert said.
According to Maxim Abramov, the American authorities are already actively expanding the use of AI in government structures. In 2025, the US Office of General Services included ChatGPT, Gemini and Claude in the list of recommended AI solutions for federal agencies. The Ministry of Defense also signed contracts with leading AI developers in the amount of up to $200 million to create agency workflows.
— Companies that cooperate with the US administration will have additional government contracts for the implementation, support and development of such AI platforms. We are talking about both suppliers of models and integrators who will integrate solutions into the infrastructure of government agencies," he explained.
The agreement of leading AI companies on voluntary security measures, including internal checks and independent audits of models, may have an additional impact on the market. Such procedures can increase the requirements for AI security, but they are not yet mandatory for all developers.
— Carrying out such checks will require additional costs. In the future, this may affect the cost of solutions and the timing of the release of new versions of models," said Valentin Malykh.
The very idea of a single AI interface for the state is not exclusively American, experts recalled. In Russia, back in 2021, a digital assistant appeared on Gosuslugi, which made it possible to search for services using natural language queries. Now the United States is trying to bring a similar principle to the federal level.
From AI to "superintelligence"
Federal agencies are required to use the designation Super Intelligence (SI) instead of Artificial Intelligence (AI) in public communications and executive branch documents. At the same time, the administration should develop a federal definition of the new term.
— The mass market rejection of the term Artificial Intelligence is not worth waiting for. Changing terminology in American government agencies will not automatically change the practice adopted in the global industry. The decree obliges only federal agencies to use the Super Intelligence designation, while there are no mandatory requirements for the private sector," Maxim Abramov noted.
The United States is gradually moving towards discussing common safety rules and principles for working with AI. At the same time, the term "superintelligence" remains more of a communication tool that helps draw attention to the initiative, said Sergey Golitsyn, head of T1 AI (T1 IT Holding).
"As for regulation, it can be an additional incentive for market development, as uniform rules usually reduce uncertainty for participants and help scale technologies," he said.
According to Valentin Malykh, the new terminology can gain a foothold primarily among companies that work directly with American structures.
— A massive renaming of artificial intelligence to "superintelligence" in corporate documents is unlikely. It can be assumed that this term will be used by companies working directly with the government and some of their contractors. There is no good reason to change the usual designation for the rest of the market yet," he believes.
The very appearance of the term Super Intelligence is more related to the political positioning of the administration, Sergei Pomortsev believes.
"Superintelligence as a term is more a PR exercise designed to demonstrate strength than a reflection of the real superiority of the US technological base over other countries," he believes.
According to Maxim Abramov, if the tools remain the same and continue to solve familiar tasks, changing terminology in documents is unlikely to significantly affect the daily use of AI.
