Fast food: electric car chargers want to be installed in homes without the consent of all residents
They want to install electric chargers for cars in house parking lots without the permission of all residents, equating them to basic utilities. The reason is the growth of the fleet of hybrid cars in Russia and the need to develop infrastructure for their maintenance. This follows from the proposals of market participants to relevant departments at a meeting at the Analytical Center under the government at the end of August. Earlier, the Ministry of Construction made similar initiatives. However, experts believe that with the active use of charging stations, the risk of power outages in other citizens' apartments increases, and stricter parking safety regulations are simply necessary. What hinders the development of the charging infrastructure and how these proposals are treated in the departments is in the Izvestia material.
What charging station manufacturers offer
They want to equate charging stations for electric vehicles with basic utilities so that their installation does not require a decision of the general meeting of the residents of the house. Proposals for the development of the industry are listed in the roadmap of the Association of Manufacturers and Operators of Electric Charging Stations (APOE) for 2026-2030. The document was presented at a meeting of the Analytical Center under the Government of the Russian Federation at the end of August, Izvestia learned. Representatives of the Ministry of Energy, Kama company (the creator of the Russian electric car Atom), TVEL company (part of Rosatom) and others also took part in the discussion.
Currently, the installation of an EHS in the parking lot of an apartment building requires a decision by the general meeting of owners, Punkt E, Russia's largest network of charging stations, explained. At the same time, the management company has no obligation to provide a charging connection point, which leads either to a refusal of installation or to the imposition of expensive services on the consumer.
Participants in the electric charging industry also propose to adjust the fire safety requirements for parking lots with electric vehicles. Since June 1, 2026, the Ministry of Emergency Situations has taken new measures to limit the spread of fire in the locations of such machines and charging equipment. At the same time, the requirements of the regulatory document do not affect the facilities already in operation. Izvestia sent a request to the Ministry of Emergency Situations.
APOE explained that it is now possible to install an EHS in an already built house only at high cost of modernization. Therefore, the association proposes to remove the term "technical re-equipment" from the new set of rules, which includes the placement of a home charging station. According to current requirements, the owner of a parking space in an already commissioned apartment building who wants to install an EHS must actually upgrade the fire extinguishing system of the entire section at his own expense. The association believes that such requirements do not help eliminate the real cause of a possible fire, but significantly complicate the installation of chargers and create barriers to the development of the industry.
The issue of how to pay for the installation of the charging station and the electricity consumed is being worked out with the relevant authorities, the APOE added.
It follows from the roadmap that for the development of the car charger industry, not only in parking lots, but also in publicly accessible places, it is also necessary to simplify the connection of electronic charging stations to the power grid and establish official requirements for operators so that access to construction subsidies is provided only if standards are met. In general, the demand for charging in Russia has already formed, but it is necessary to further increase the fleet of electric vehicles and hybrids, according to industry participants.
The departments have previously discussed various ideas for installing charging stations in apartment buildings. So, in February 2025, the media wrote that the Ministry of Energy had developed a document describing the rules for placing electric chargers in residential parking lots. The draft rules stipulated that EHS for cars should not be included in the household property. All installation and operation work, as well as payment for the consumed electricity, falls on the shoulders of the person who owns the charger. The draft also stated that to place one or more charges, a decision of the general meeting of the owners of the premises in the house is required. Izvestia sent a request to the Ministry of Energy, but did not receive a prompt response.
In 2023, Izvestia reported that the Ministry of Construction was working on an initiative that would allow management companies to install charging stations for electric vehicles in parking lots and adjacent territories without the consent of residents and contacting energy supply organizations. The idea of obliging developers to install chargers already at the construction stage of residential buildings was also discussed. The editorial board sent a request to the Ministry of Construction and the Ministry of Transport with a request to comment on the initiative.
Anton Shaparin, Vice-president of the National Automobile Union, does not support the idea of manufacturers of EHS. According to him, the active use of charging stations can increase the risk of power outages in the apartments of other citizens. As the expert explained, utilities are necessary for all residents of an apartment building, whereas charging an electric car is necessary only for individuals.
He also considers it necessary to tighten security requirements in parking lots. According to the expert, the charging infrastructure should be placed in open spaces where there is no large crowd of people and where, in the event of an electric vehicle fire, fire fighting equipment can easily drive up.
How necessary are these initiatives
In the first eight months of 2026, the share of electric vehicles and hybrids in the new car market in Russia was 8.9% compared to 4.9% last year. In total, 83.26 thousand such machines were sold in January – August, the Ministry of Industry and Trade reported.
Punkt E notes that the fleet of electric vehicles and plug-in hybrids is concentrated in Moscow. Over the summer of 2026, the average number of charging services per station in Moscow and on federal highways increased from four to six and approached the payback point. But further development of the network runs into barriers.
The Ministry of Industry and Trade clarified to Izvestia that there are currently more than 10,000 DC and AC electric charging stations operating in the Russian Federation. The main operating instrument of state support is subsidizing the construction of an electric charging infrastructure until 2030. As part of the mechanism, investors independently select sites, purchase and install DC power plants, ensure their technological connection to the electric grid and put the facilities into operation. After that, based on the results of the competitive selection, they can receive a subsidy to compensate for part of the costs incurred for equipment and technological connection. A separate tool is provided for creating large charging hubs.
The ministry added that it is planned to consolidate the long-term targets of this industry in the Concept of Electric Transport Development, which is currently being updated by the Ministry of Economic Development.
Igor Yushkov, a leading analyst at the National Energy Security Fund, believes that Russia is currently experiencing a problem with an insufficient level of infrastructure development for electric vehicles, which is holding back the transition of consumers to such vehicles. There were similar problems in the field of gas cylinder equipment for cars due to the number of gas stations.
The announced initiatives can really help the development of the industry, but they do not eliminate another reason why motorists are afraid to switch to electric cars, which is the issue of battery life at low temperatures. Even in Moscow, there is a risk that in the cold season such a machine will not work at full capacity, he explained.
According to Anton Shaparin, the infrastructure of charging stations is now sufficiently developed to meet the demand of drivers of electric vehicles and hybrids. When the situation with gasoline stabilizes, the demand for electric cars will return to previous levels, that is, it will decrease. Therefore, according to the expert, there is no need for a more active installation of EHS in Russia yet.
