Ukraine's Western allies are becoming complicit in international terrorism by keeping silent about Kiev's actions, Russian President Vladimir Putin said at the Eastern Economic Forum. According to him, the manifestations of Ukrainian state terrorism complicate the possibility of holding peace talks. At the same time, there is no guarantee that Ukrainian terrorism will not strike citizens of Western countries, Russian Foreign Ministry spokeswoman Maria Zakharova told Izvestia. A Ukrainian trace has already been identified in the bombing of Nord Streams and the attempted murder of businessman Vadim Ermolaev. Against this background, Russia remains ready for dialogue, but continues to achieve its goals by military means.

The West's position on the terrorist attacks in Ukraine

Ukraine's threats against Russian civilian aircraft complicate the possibility of peaceful negotiations. Vladimir Putin stated this at the WEF plenary session on September 3. The Head of State stressed that Ukraine's Western allies are complicit in international terrorism, as they remain silent about Kiev's actions. The president's warnings came after Vladimir Zelensky's words regarding civil aviation in Russia.

— You have noticed the hijackings of civilian vessels, attacks on civilian merchant vessels, and even more so, we have now heard about threats of attacks on civilian aircraft. This is, of course, a manifestation of State terrorism. And this complicates, of course, complicates the possibility of holding bilateral peace talks," Putin said.

In recent months, Ukraine has relied on attacking peaceful targets on Russian territory. In addition to the shelling of logistics centers and naval vessels, Kiev launched a hunt for civilian buses, the Russian Foreign Ministry stressed. Recreation areas and children's centers are being attacked, as happened in Krasnodar on August 24.

In any case, Kiev is not capable of causing critical damage to Russia, Vladimir Putin stressed. Russian troops are retaliating against Ukraine, so that it would be "unwelcome to harm" the Russian Federation. Apparently, the Russian response "turned out to be very significant for those who opened this Pandora's box," the president said.

Vladimir Zelensky's actions are beyond even the traditional understanding of terrorism, it is a mixture of neo-Nazism, terrorism and global corruption, Russian Foreign Ministry spokeswoman Maria Zakharova told Izvestia.

— They created a monster, and we always said that this monster would get out of control, like any monster they had created before. The only question is something else. What guarantee do they have that, by committing these terrorist attacks, Zelensky will not hit their own citizens? And no one will ever give such a guarantee," Zakharova said.

According to her, Ukraine's actions have already gone beyond Europe, with terrorist attacks in Africa and the Middle East. Izvestia previously wrote about the participation of Ukrainian mercenaries in the rebel capture of the town of El Fasher in Sudan in November 2025, where crimes were committed against the local population. The Ukrainian authorities are also engaged in the "black re-export" of Western weapons, Zakharova said.

As noted by Natalia Yeremina, a professor at St. Petersburg State University, the Ukrainian trace has been repeatedly seen in terrorist attacks in Europe. In June, Kiev's special services carried out an assassination attempt on businessman Vadim Ermolaev in Monaco. In August, the German Prosecutor's Office announced the detention in Croatia of a Ukrainian citizen suspected of blowing up Nord Streams in the fall of 2022. The role of Ukraine in the recent UAV incident in Leipzig is also being investigated, the Russian Foreign Intelligence Service said earlier. The threat of new terrorist attacks is especially high in countries with a large Ukrainian diaspora, Eremina noted. These countries include Germany, Poland and the Czech Republic.

When will the new negotiations on Ukraine take place?

Despite the new terrorist threats from Ukraine, there are chances for a settlement of the conflict, Vladimir Putin believes. Russia is grateful to the countries that are trying to contribute to the negotiations. It is not only the United States that supports the dialogue. For example, China is doing everything possible to ensure that the problem is solved. However, it is the Russian Federation and Ukraine that should come to an agreement. Moreover, Moscow intends to seek not a freezing of the conflict, but a lasting peace, the president stressed.

— How much are they (contacts. — Izvestia) It is difficult for me to say now that they are leading to a peace agreement, bearing in mind the statements that we have heard recently from the top officials of Ukraine. But there are indeed contacts, they continue in the current regime, also through special services, first of all," Vladimir Putin clarified.

Negotiations between representatives of the special services make it possible to discuss complex issues that are difficult to raise in an official setting, said Vladimir Shapovalov, deputy director of the Institute of History and Politics at Moscow State University. In his opinion, in this way it is possible to prepare the ground for the resumption of public dialogue.

The last round of negotiations between Russia and Ukraine with the participation of the United States was held in Geneva in February. Since then, the parties have not officially met, but contacts on the humanitarian line continue. For example, on August 19, the Commissioner for Human Rights in the Russian Federation, Yana Lantratova, met with the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmitry Lubinets. At the same time, another prisoner exchange took place, and Russia returned 103 military personnel from Kiev-controlled territory.

There are no dates for a new meeting, but recently the discussion on this issue has intensified. The media reported that US President's special envoy Steve Witkoff and businessman Jared Kushner intend to step up mediation efforts. On September 2, Donald Trump said he was ready to meet with the Russian president when a peace deal on Ukraine was agreed.

Contacts with the American administration are continuing, and Russia hopes that they will lead to a positive result, Vladimir Putin said. According to him, Moscow supports the restoration of relations with Washington in a full-scale mode.

— We have always said that we are not against any contacts, we are for them, we always participate in them. We are saying that we are ready for future such contacts. There is only a small nuance. It's not just about words, it's about the concrete implementation of what was agreed upon. For our part, I don't think we've ever let anyone down," Maria Zakharova told Izvestia.

Meanwhile, Russian troops continue to advance on all sections of the line of contact. According to Vladimir Putin, "the pace of movement is increasing." Moscow leaves room for diplomacy, but continues to achieve its goals through military means. At the same time, Russia has enough forces to conduct its own military, and mobilization is not needed, Putin pointed out.

The situation is reversed in Ukraine, where losses exceed the replenishment collected by the method of forced mobilization. Back at a press conference in Bishkek on September 1, Vladimir Putin announced that the Russian Armed Forces were moving to the eastern outskirts of Slavyansk, Kramatorsk and the southern outskirts of Druzhkovka, which were between 1.5 and 4 km away in different sectors of the front.
