Winter is near: utility tariffs will rise by 8-22%, depending on the region
Starting from October 1, 2026, the second stage of indexation of tariffs for housing and communal services will take place in Russia. The growth of the marginal index will range from 8 to 22%, depending on the region, and the total amount in the receipt will consist of a set of consumed resources, fixed tariffs and consumption volume. All details are in the "Izvestia" material.
What will change from October 1st
In 2026, the Russian authorities decided to divide the usual July indexation of utility tariffs into two stages. The Government of the Russian Federation established such a model in Order No. 3413-r dated November 25, 2025. The first increase took place on January 1, when tariffs across the country increased by 1.7% due to an increase in VAT from 20% to 22%.
The main and most noticeable stage of indexing is scheduled for October 1, and it is this stage that will have the strongest impact on the amounts in the payment documents. The increase in tariffs will range from 8 to 22%, depending on the region.
Alexander Yakubovsky, a deputy of the State Duma of the Federal Assembly of the Russian Federation, in a conversation with "Izvestia", drew attention to the fact that it was about the indices of changes in the total utility bill, and not about the mechanical increase of each line in the receipt by a fixed percentage.
"Starting from October 1, we are not talking about the fact that each line in the receipt will automatically grow by 8-22%. The government has established indices of changes in the total payment of citizens for utilities, and the specific payment depends on the set of services, the established tariffs and the volume of consumption," the deputy explained.
How much will housing and communal services tariffs increase in Moscow, St. Petersburg and other regions
The most noticeable increase in tariffs from October 1 is expected in the Stavropol Territory, where the marginal index will reach 22%. In the Republic of Dagestan, this figure will be 19.7%. High indices were also set for the Tambov Region (17.5%), the Tyumen Region (17.2%) and the Republic of North Ossetia (16.3%).
In the metropolitan regions, the figures are as follows: in Moscow, the maximum index of changes in housing and communal services fees has been set at 15% since October 1. In St. Petersburg, the index will be 14.6%, in the Moscow region — 12.8%, and in the Leningrad Region — 9.2%.
The minimum indexation rates are set for the Republic of Khakassia and the Chukotka Autonomous Okrug — 8% each. Moderate growth is expected in the Republic of Buryatia and the Kirov Region (8.9%), as well as in the Sakhalin Region (9%). In a number of other regions, the indices were distributed as follows: the Republic of Tatarstan — 13.4%, the Vladimir Region — 12.3%, the Krasnodar Territory — 9.6%, the Yaroslavl Region — 14%.
Why do the indexes differ?
The significant variation of marginal indices between regions is explained by objective economic and infrastructural factors.
"The difference between regions is explained by the fact that the communal infrastructure and cost structure are different everywhere. The calculation takes into account the inflation forecast, the cost of gas and electricity, the costs of resource supply organizations, the regional consumption structure and the need to finance the modernization of municipal infrastructure. Calculations are carried out at the federal level, taking into account the proposals of the regions, the government approves indexes for subjects, and already at the regional level limits are set for municipalities," explained Alexander Yakubovsky.
Regional differentiation is also influenced by the deterioration of utility networks, the volume of investments in modernization, historically low tariffs in individual regions, as well as the local economic situation. The heads of municipalities will determine the index of changes in utility bills themselves within the established parameters, therefore, the final figures may vary in different cities of the same region.
It is worth noting that in some municipalities, due to the two-tier indexation system — common across the region plus local adjustments — the increase in payments may be even more noticeable.
Tariff control and support measures
The autumn tariff indexation, for all its objective necessity, creates an additional burden on citizens' budgets. In this regard, mechanisms for monitoring the validity of tariffs and maintaining social support measures are of particular importance.
"Of course, an increase of 10-15%, and in some regions even more, is a significant additional burden on the family budget. Therefore, it is crucial that indexing does not turn into an opportunity to pass on any expenses of public utilities to people. The tariff should include only economically reasonable costs, and the funds provided for modernization should actually be used to upgrade networks, improve the reliability and quality of public services," emphasized Alexander Yakubovsky.
The Federal Antimonopoly Service (FAS) is responsible for monitoring regional compliance with the established limits. She regularly checks the economic validity of the expenses that are taken into account when forming tariffs. If violations are detected, the service issues an order to the regional tariff authority to exclude unreasonable costs. At the same time, periodic indexing of utility bills is necessary.: It is related to upgrading infrastructure and improving the quality of services for consumers.
Targeted support is provided for privileged categories of citizens, including subsidies for housing and communal services. Tariff indexation does not cancel out the benefits and subsidies established for certain categories of the population. In case of unjustified increase in payment, consumers of public utilities can apply to the state housing Inspectorate.
"The task of the state here is to simultaneously ensure the functioning of the communal infrastructure and protect people from unjustified increases in payments. Therefore, monitoring the validity of tariffs, eliminating unnecessary costs from them and maintaining support measures for citizens should remain an absolute priority," Yakubovsky stressed.
