The State Duma elections are less than a month away. From August 22, all parties will be able to publicly call for voting — on television, radio, in newspapers and via the Internet. At the same time, this will be the first parliamentary election campaign for the participants of the SVO: at this time they will be required to be released from service according to a report, the Central Election Commission of the Russian Federation told Izvestia. However, the campaign can also be conducted remotely through trusted persons. Which parties are betting on special operation fighters and what is the peculiarity of these elections — in the Izvestia article.

How will the parties conduct an agitation campaign in the State Duma

The single voting day starts on September 18. At the same time, the most active part of the election campaign — the campaigning — begins on August 22. Earlier, the CEC of the Russian Federation held a draw for free airtime between the parties. Each political force received eight placement schedules: five on television and three on radio. So, VGTRK will allocate about 4 thousand hours. campaign broadcast, of which 3.99 thousand hours there will be regional branches. At the federal level, each channel will provide parties with a total of one hour: one half of this time will be spent on commercials, and the other half on debates.

The current election campaign in the State Duma is taking place for the first time during its period, which inevitably affected the programs of the parties and methods of campaigning.

— People are very tired. There is fatigue, there are certain frustrations, depressive elements. The atmosphere is not easy. And now, more than ever, people have a heightened sense of justice," said Ella Pamfilova, head of the Central Election Commission of the Russian Federation.

On the eve of the election campaign, the Supreme Court cancelled the registration of the federal list of candidates for deputies of the State Duma from the Yabloko party. He concluded that the political force had committed violations of intellectual property law in the financing of the election campaign and the conduct of election campaigning. The party denied the charges. Seven days later, the Appeals Board of the Supreme Court of the Russian Federation recognized this decision as legitimate, and it entered into force.

After the exclusion of Yabloko, 10 registered parties remained in the election race. They all target similar social groups using a variety of tools, from traditional outdoor advertising to short videos on social media. In a difficult economic period and in conditions of freedom, habitual campaigning (including mass and annoying symbols) can, on the contrary, anger the voter. Therefore, the priority in the work of candidates should be attentiveness, sensitivity and humanity, says Ruslan Andreev, project manager of the Polylog Group, a political consultant.

The ruling United Russia party will base its agitation around reports on the implementation of the "People's Program" and the stability of the state course. The main opposition force, represented by the Communist Party of the Russian Federation, traditionally builds its rhetoric on harsh criticism of oligarchic capitalism and the need for a so-called left turn in the economy. Another force, the Liberal Democratic Party, is actively exploiting the legacy of its founder, Vladimir Zhirinovsky, combining it with an urgent agenda. A fundamentally different niche is occupied by the "New People", who position themselves as the party of common sense and the voice of progressive domestic business. Fair Russia closes the parliamentary five, it places a key emphasis on the radical strengthening of social justice and the fight against poverty.

The remaining forces — Rodina, the Party of Pensioners, the Communists of Russia, the Greens, and the Party of Direct Democracy — will also fight for votes with similar slogans. At the same time, Russians today are primarily concerned not with the struggle of political ideas, but with solving applied issues.: Ruslan Andreev emphasizes how to change life for the better now.

According to the expert, the key issues that people will worry about when voting will be security, rising prices, support for the participants of the Free School and their family members, families with children, gasoline shortages, assistance in preparing for the new school year, as well as infrastructure development.

According to a recent FOM poll, the ratings are now as follows: United Russia has 33%, the Communist Party — 8%, the Liberal Democratic Party — 9%, and the New People - 8%. Support for A Just Russia remained at 4%, which is why the Social Revolutionaries risk not passing the minimum threshold for parliament.

How can SVO fighters participate in the election campaign?

A unique feature of these elections to the State Duma was the first in recent history to nominate participants in a special operation. Previously, SVO fighters only got a chance in regional campaigns, but now they will try their hand at the federal level. The Central Election Commission explained in detail the most important procedural issue — how to combine service on the line of combat and political struggle.

The commander of the military unit is obliged to release the serviceman for the entire duration of the election race — from the moment of official registration until the publication of the election results. To do this, the fighter only needs to write a report and attach a certificate from the election commission that he was registered, the CEC of the Russian Federation clarified to Izvestia. Thus, the commander can release the candidate on any days and at any time as part of the election campaign.

At the same time, the law does not oblige candidates to attend meetings with voters in person. Veterans and soldiers of the SVO can conduct a campaign remotely: develop blogs, publish videos, create websites and remotely distribute any campaign materials. It is also possible to convey key ideas to the electorate through trusted persons.

However, campaigning inside military installations, in units, on training grounds or in hospitals is strictly prohibited, the CEC of the Russian Federation explained. An exception will be made only if there is no other place to meet people in the district at all, except for the building of the military unit.

According to Ella Pamfilova, 199 veterans from 47 regions are participating in the State Duma elections: 13 are self—nominated, 76 are in single-mandate districts, and 110 are included in the lists of nine parties. The majority of military candidates were nominated by United Russia (52 people), followed by Rodina (12), LDPR and Just Russia (11 each), the Communist Party of the Russian Federation (nine), the Party of Pensioners (seven), the Communists of Russia and the Greens (three each) and the New people" (two). At the same time, a record 1,641 SVR participants were registered in elections at all levels in the country.

Earlier, Vladimir Putin bluntly stated that the military is the new Russian elite, which should take over the management of the state, regions and major projects. For this purpose, in particular, in 2024, the "Time of Heroes" program was launched in the Russian Federation to train personnel for the civil service among its veterans. More than 40 graduates of the project have already taken positions in government. The elections to the State Duma are becoming the main social lift for these people, which is designed to update the country's political system for years to come.
