In Russia, they began to issue car repair orders for CTP 10% more often this year, the Central Bank told Izvestia. Against the background of a shortage of spare parts and long delivery times for parts in 2022, insurers almost stopped repairing cars under compulsory insurance, instead they compensated for the damage with money, which was often not enough to restore cars. However, now the share of repairs has begun to approach the pre—sanction level - in June it reached 7.7%, the Russian Union of Motor Insurers reported. What needs to be done so that Russians do not pay extra for self—repair is in the Izvestia article.

How often are cars restored by CTP

The situation with the repair of cars according to the mandatory car insurance began to improve. After the accident, the client applies to the insurance company for compensation, then the company either transfers money to the victim, or organizes the restoration of the car itself by sending a referral to the service station.

In the latter case, the insurer is responsible for carrying out and quality of repairs, the press service of the Central Bank explained. This is the reason for the demand for this type of compensation. By law, the repair period should not exceed 30 working days. However, due to the disruption of logistics chains and delays in the supply of spare parts, sometimes it is not possible to meet this time.

Against the background of a shortage of parts and too long delivery of components in 2022, insurers almost stopped repairing CTP cars. Although in the first months of that year, before the sanctions, the share of in-kind compensation was about 9-11%.

In 2026, the indicator began to grow again — in January, the share across Russia was 5.3%, and in June it reached 7.7%, Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), told Izvestia. Moreover, in some regions the increase turned out to be even more significant.

The share increased the most in Chukotka — by 14.1 percentage points, to 17.4%. Significant growth was also observed in the Nenets Autonomous Okrug — by 8.7 percentage points, to 14.3%, Tyumen (by 8.4 percentage points, to 18.1%), Sakhalin (by 7.9 percentage points, to 18.9%) and Kirov (by 7.9 percentage points, to 13.5%) regions.

By June, Vologda Oblast (15.8%), Khanty—Mansiysk Autonomous Okrug (Yugra) (15.5%) and Sverdlovsk Oblast (15.2%) were also among the regions where repairs are carried out most often. In the largest cities, the figures are slightly lower: in St. Petersburg, the share reached 10.2%, and in Moscow — 9.3%.

In total, according to the automated insurance information system, in the first seven months of this year, car owners were given 10.4% more directions for repairs under a mandatory car insurance than in the same period of 2025, the Central Bank reported.

Because of this, cars began to be repaired more often by insurance.

About 13-15 thousand cars are currently being repaired per month for CTP, estimated Alexey Ivanov, the owner of the Alliance Trucks commercial vehicle dealership network. According to him, the growth is primarily due to the adaptation of the spare parts market. Suppliers have built alternative logistics, and the services have accumulated experience working with Chinese cars and cars of bygone brands.

The stabilization of the supply of parts for some car brands and models also helped, said Ivan Popov, Director of the Insurance Events Settlement Department for Motor Vehicles at IC MAKS. Some of the manufacturers who left the market began to supply spare parts under other brands. However, the situation with the components of Japanese and some European cars is still critical, the expert said.

The increase in demand for CTP repairs is also associated with an increase in the number of counterfeit spare parts, says Fyodor Kalabkin, an expert at the financial marketplace Compare. In case of repairs from the insurer, the company is solely responsible for it. And it is not profitable for organizations to work with service stations that use fakes: this will increase the number of claims and lawsuits. With an in-kind refund, the customer is relieved of the need to search for spare parts on their own and buy them at a premium.

The victims, who really want to repair the car, understand the difficulties in the market against the background of sanctions and comprehensively discuss options for restoring the car, Ivan Popov said. In case of difficulties with delivery, they are ready to extend the repair time, and sometimes install a used part.

As a result, the share of in-kind compensation increased, even despite the absence of significant positive changes in the market situation, said Viktor Tolstoy, Head of the Analytics Department of the Rosgosstrakh Customer Care unit.

At the same time, the fundamental problem remains: the insurer is obliged to arrange repairs on time and according to the CTP rules, whereas service stations are not always ready to assume such obligations with unpredictable delivery times for parts, Alexey Ivanov noted.

Rosgosstrakh said that they are constantly changing car service stations, which often do not want to undertake repairs. As a result, the failure rate has more than halved from the first quarter of 2025 to the end of the first half of 2026 and reached 4%.

Why the payment may not be enough for repairs

The trend towards an increase in the share of CTP repairs is likely to continue, according to Fyodor Kalabkin from Compare. However, in his opinion, explosive growth should not be expected.

"If there is no new serious disruption of logistics chains, we may well return to 9-10% in the future," agreed Irina Frank, CEO of Frank Auto.

Increasing in-kind compensation is useful for the market: the task of CTP is still to restore a car after an accident, and not just to transfer a certain amount of money to a person, Alexey Ivanov emphasized. In addition, payments are often not enough for repairs. One of the reasons is that it is calculated using a single methodology and reference books for the average cost of parts, and the actual prices of a particular spare part or service may be higher.

— This gap is especially noticeable on European, Japanese and Korean cars of brands that left Russia. A part can be listed in the directory for one price, but it actually turns out to be much more expensive to purchase it quickly. Add here logistics, exchange rate fluctuations, the cost of body materials and the standard hour of good service," explained Irina Frank.

In addition, when paying out, the cost of spare parts is calculated taking into account wear, which reaches 50%, the expert recalled. That is why, in many cases, high-quality repairs directed by an insurance company are more profitable for consumers. However, there is no need to strive to bring the share of in-kind compensation to 100%, Irina Frank is sure. In some cases, it is more profitable for a person to receive money if restoration is economically impractical, for example, with a regular dent.

It is necessary to make sure that the client has a choice: either to receive an adequate amount for which it is really possible to restore the car, or to pick up a fully repaired car, the expert emphasized.

An early update of the reference books should help this, Alexey Ivanov believes. The rules of their formation have changed in Russia, the new version will be applied from September 19. Excessively cheap analogues are excluded from the calculation, the cost of materials will be taken into account without the previous discounts, and disposable parts and consumables will be fully included. The Bank of Russia expects the average payout to increase by about 10% as a result. This will reduce the gap between compensation and the actual cost of repairs, especially for mass-produced vehicles.

The authorities are now preparing another reform — Russians want to refund the cost of wearing out spare parts if a person independently organizes repairs. The document may be adopted in the fall, the head of the RSA said in an interview with Izvestia. According to Evgeny Ufimtsev, due to this, the average CTP payment can grow by another 15%.
