Revenues to the federal budget for non-core taxes fell by almost 40% in January-March 2026 to 424 billion rubles, according to the Federal Tax Service. The Izvestia service explained that mining fees had mostly dropped. The reason for this is the situation on the oil market and the ruble exchange rate. Non-core taxes also include, for example, recycling, water, land, gambling, transport and tourist taxes. Moreover, the decline is taking place against the background of stricter control of the Federal Tax Service. Whether it will be possible to increase the collection in the future is in the Izvestia material.

How much did the budget receive from non-core taxes

Treasury revenues under the item "Receipts from other taxes and fees" for the first quarter of 2026 amounted to 424 billion rubles, according to the data from the analytical portal of the Federal Tax Service (Izvestia studied them). This is a 39.9% decrease compared to the same period last year. The indicator turned out to be the worst since 2023. Basic fees (VAT, personal income tax, income tax, excise taxes) are not included here.

The "remaining revenues" include the tax on additional income from the extraction of hydrocarbons (NDT), recycling, water, land, gambling, transport and tourist taxes, as well as fees for the use of aquatic biological resources and wildlife.

The decrease is mainly due to a decrease in income tax receipts, the Federal Tax Service explained to Izvestia. They clarified that the situation on the oil market and the dynamics of the ruble exchange rate had an impact.

According to this fee, you need to pay half of the difference between the income (estimated revenue) received at the subsurface site and the actual expenses incurred during the extraction of hydrocarbons. However, if there is a negative number or less than the minimum tax, then the minimum amount is paid. This fee actually replaces the mining tax, but it can only be paid from certain deposits. They are mostly found in Western Siberia.

Companies give away 50% of their profits from the sale of oil extracted from the site to which this regime applies. Last year, the budget received 1.61 trillion rubles under the tax code.

In January and February, the average Urals price was about $45 per barrel, and in March it was $77. From January to April, oil and gas revenues of the federal budget decreased by 38% compared to the same period in 2025. However, since April, against the background of the escalation of the conflict in the Middle East, the price of Urals began to rise sharply, reaching $ 116. As Izvestia wrote, oil and gas revenues could reach 8.2 trillion by the end of the year.

Why have the receipts decreased?

One of the reasons for the decrease in fees is the effect of a high base. In the first quarter of 2025, there were large one-time personal income tax payments, against their background, the current figures look much more modest, explained Yulia Lebedko, a lawyer at Pravo Group Law Firm.

The changing sales market also reduces revenue, said Yulia Kovalenko, Deputy Head of the Higher School of Economics of Moscow Plekhanov Russian University of Economics. As Deputy Prime Minister Alexander Novak said at the end of last year, Russia has shifted its energy exports to friendly states. The share of these States has doubled and reached 94%. Shipments to the Asia-Pacific region increased from 40% to 81%.

In January-March 2026, the budget received about 190 billion rubles in personal income tax compared to 486 billion a year earlier, Freedom Global analyst Vladimir Chernov cited the figures. The decrease was almost 61%, or about 296 billion rubles. Further income from the tax code will depend primarily on the ruble price of Russian oil, the expert concluded.

Non-core taxes include recycling. It also sank as production dropped and the market is recovering slowly, said Yulia Lebedko from Pravo Group. The decline is also due to the fact that there is an overstocking in the car market, including imported ones, said Vladimir Klimanov, director of the IPEI Regional Policy Center at the Presidential Academy. That is, people are buying fewer cars, imports are declining, and consequently, revenue from recycling is falling.

The government's decision to postpone payment deadlines for domestic automakers to the end of 2026 also had an impact, said Vladimir Saskov, an expert at the Institute of Tax Management and Real Estate Economics at the National Research University Higher School of Economics. Since 2025, there has been a tendency to strengthen control over the payment of the recycling fee, which probably reflects attempts by customs authorities to stop the drawdown on non-core budget revenues, says Yuri Kosolapov, a lawyer in private practice.

The decrease in income from non-core taxes generally occurs against the background of stricter control of the Federal Tax Service. Especially at the first stage, this puts a lot of pressure on business, including due to an increase in the number of inspections, experts noted. In addition, companies have to reorient themselves to new conditions after tax changes. However, in the future, whitewashing will help revenue growth.

There is also a noticeable general slowdown in economic activity and business profitability, says Dmitry Chelnokov, managing partner of Formula Consent law firm. When the overall situation improves, it will boost fees as well.

There is a possibility that the current decrease in the collection of non—core taxes is a one-time phenomenon. This is supported by the fact that receipts from other, larger fees are growing, the expert recalled. For example, taxes on the rich increased by 38% (to a record 52.4 billion rubles) due to rising salaries and tougher administration.

The share of non-core tax revenues in the federal budget is 6.9%, the Federal Tax Service noted. Their drop by even 40% can be offset by growth in other areas, as is already happening with personal income tax, Dmitry Chelnokov explained. At the same time, the federal budget deficit in January, according to preliminary estimates, amounted to 5.7 trillion rubles, with a target of 3.78 trillion.

— This means that any shortfall, even in non-core taxes, exacerbates the already tense situation with budget balance. The government relies on the growth of non—oil and gas revenues as a basis for financing increased costs, and in this design every source is important," concluded Dmitry Chelnokov.

It is likely that the tax authorities will begin to check more actively, charge more and sue in order to make up for the losses, Yulia Lebedko admitted. However, according to Vladimir Saskov from the Higher School of Economics, the rise in world oil prices should largely alleviate the problem of shortfall in oil and gas revenues to the budget.
