On April 23, Oleg Melnichenko, Governor of the Penza Region, announced that he had decided to resign the regional government.

"Following today's extraordinary meeting of the Penza Region government, I have decided to dismiss the regional Cabinet of Ministers. I signed the relevant decree," he wrote in the IACH.
