According to the latest data, the turnout in remote voting in the elections of deputies to the State Duma of Russia of the ninth convocation reached 90.88%. This was confirmed on September 21 by materials on the website of the Central Election Commission (CEC).

During the briefing, the chairman of this body, Ella Pamfilova, drew attention to the fact that all voters cast their votes consciously, and the election results indicate the inspiration and moral strength of all citizens of the Russian Federation.

She stressed that the 2026 campaign was subject to an unprecedented number of cyber attacks, which, however, failed to disrupt the process of expressing the will of Russians. According to Pamfilova, the voters took part in the voting in a good mood and approached it creatively.

The head of the Central Election Commission of Russia stressed that the process was monitored by over 500,000 observers who participated in the race of political associations. The majority of the monitors were provided by the "United Russia" party.

"The number of observers decreased slightly due to the fact that 15 of them in eight regions had to be removed by court, to our great regret. There was no arbitrariness here either. Unfortunately, there are six observers from the Communist Party of the Russian Federation, two observers each in the Stavropol Territory and the Yamalo-Nenets Autonomous District, and one each in the Amur and Sakhalin regions. Five observers in St. Petersburg and one in the Moscow region had to be removed from the "Yabloko" party. Two observers from the "Fair Russia" in the Trans-Baikal Territory and the Amur region, one from the Liberal Democratic Party in the Kirov region," Pamfilova stated.

According to her, the removal took place after the violators tried to prevent the members of the election commissions from carrying out their duties. The suspended individuals, as indicated by the chairman of the Central Election Commission of Russia, staged conflicts, took photos and recorded videos in the wrong places, moved around the premises at random and did not respond to the comments of colleagues.

Pamfilova added that the number in question was small, and then expressed gratitude to all the parties that had trained conscientious observers. She noted the sensitivity, politeness and competence of those who stayed at the sites as monitors.

On September 21, the Chairman of the Central Election Commission of Russia announced that the turnout in the State Duma elections was 59.32%, with more than 62.6 million citizens taking part in the vote.

The day before, Pamfilova reported that over 3,000 waves of DDoS attacks had been carried out on the electoral infrastructure during the election period. Thus, the remote voting system alone accounted for 135 cyber attacks, and almost 2,000 government resources.

It is expected that the first plenary session of the new convocation of the State Duma of Russia will be held no later than October 19, and it is likely to be held in the first half of the month. In addition, Russian President Vladimir Putin will traditionally meet with the elected deputies.
