The bill on overbooking is in its final stages, and its main provisions have been agreed upon. Sergey Alexandrovsky, CEO of Aeroflot, told reporters about this.

"The project has been agreed. The finishing touches have been left in terms of the level of compensation, everything else has already been worked out in depth, including at the approval level," he said.

According to him, the document will fully take into account the rights of passengers.

"The bill is intended to remove the overbooking practice that exists on the market from the gray zone and to bring the compensation rules to a common denominator, so that it is absolutely transparent to passengers that if they find themselves in such a situation, they have the right and will receive compensation," he said.

According to him, now this practice is not fixed at the legislative level and some carriers do not provide compensation to their passengers at all.

"This is wrong. Unification and transparency for passengers, they will clearly understand their rights if they get into an overbooking situation," he said.

Ilya Zotov, Chairman of the All-Russian Association of Passengers, who is familiar with the preparation of the bill, told Izvestia about the discussed compensation parameters.

"It is planned to pay the amount of compensation depending on the time of information transmission to the passenger. If he finds out about this immediately before departure and he is not provided with the opportunity to depart within 24 hours, the compensation may amount to 200% of the fare," he explained.

As the social activist clarified, there are different versions of the approach to compensation, and one of the options is to link the amount of payments to the ticket price. For example, if the ticket costs 10 thousand rubles, the compensation will be 20 thousand extra. If a passenger receives information before departure, they can expect to receive 100% compensation. In various cases, it can be 75% or 50%, Ilya Zotov noted.

"If a passenger does not agree with this, then nothing should change for him," he said.

Nikitin said on the same day that the Ministry of Transport of the Russian Federation proposes to fix the rules of overbooking on flights in legislation and allow it only on destinations with a large number of regular flights. He noted that when developing the rules, the interests of passengers, including socially vulnerable categories of citizens, will be taken into account.
