Full access: transfers in St. Petersburg and Mir will be taken under control
From September 1, 2026, Rosfinmonitoring will have access to data from the Mir payment system and the Rapid Payment System (SBP), as well as information about transactions using a single QR code. Izvestia investigated what this means in practice, what information the regulator will receive, which transactions may be considered suspicious, and whether the risks of blocking ordinary citizens' transfers will increase.
The "anti-laundering" law
Starting from September 1, 2026, Rosfinmonitoring will receive the right to receive data on transfers through the Bank of Russia's Rapid Payment System (SBP) and Mir cards. These changes will complement the "anti-laundering" law.
The current legislation is supplemented by a new norm that grants Rosfinmonitoring the right to receive information on money transfers made through the Fast Payment System, the Mir payment system and a single QR code from the National Payment Card System (NSPK) free of charge.
Exactly how requests will be sent and responses transmitted will be determined by a special agreement between Rosfinmonitoring and NSPK, agreed with the Bank of Russia.
Regulation will significantly speed up the conduct of verification activities by the Service, as well as reduce the burden on credit institutions to a certain extent by reducing the number of requests sent by the agency, the Rosfinmonitoring press service explained to Izvestia.
Direct channel
Thus, the regulator will no longer have to restore the relevant part of the payment chain solely through requests to individual banks. Payment data will be received directly from the NSPK operator of the SBP, Mir cards and the universal payment code. In other words, the department will have a single centralized source of this information.
— In practice, this will primarily simplify the analysis of complex interbank chains. For example, if money has passed through accounts in several banks in a short time using the SBP, it will become much easier and faster to establish the entire chain of operations. This can improve the efficiency of detecting transit schemes, drop networks, cashing out and other suspicious transactions," explains Leila Tagieva, Advisor to the Dispute Resolution Practice at SSP-Consult.
Without unauthorized persons
The new rule does not mean the abolition of bank secrecy. Something else is changing: the law explicitly allows the NSPK to transfer such information to Rosfinmonitoring and establishes that this transfer does not violate banking, commercial and other legally protected secrets, as well as rules on personal data, says Rimma Fatykhova, head of Bankruptcy and arbitration Practice at ANP Zenit.
The data remains private to outsiders.
— Moreover, the NSPK is prohibited from informing the client or third parties of the very fact of transmitting information to Rosfinmonitoring. Rosfinmonitoring is also obliged to preserve the information received and use it within the framework of its powers to combat money laundering and terrorist financing," the lawyer points out.
The NSPK will simply add to the list of organizations required to provide information on requests within the framework of anti-legalization control, adds Konstantin Pozdnyakov, advisor to the rector of the RSSU, member of the boards of directors of state-owned companies, Doctor of Economics.
A set of features
The new regulation, according to experts, should increase the effectiveness of the fight against fraudsters. It will become easier for Rosfinmonitoring to obtain data on the movement of money and compare related transactions, including if transfers take place through different banks.
At the same time, the risk of blocking regular transfers of law-abiding citizens will not increase. As specified in Rosfinmonitoring, the new rules do not provide for the possibility of blocking at all.
Another thing is that banks have previously paid attention not to any payments, but to transactions with obvious signs of doubt: large transfers without clear economic meaning, a series of deposits from different people followed by quick cashing, unusual account activity. "The new data channel expands the sources of information for such an analysis, but does not change the criteria themselves," Kirill Pozdnyakov points out.
Criteria of doubt
For example, a credit institution may consider a deviation from a person's usual financial behavior suspicious.
— For example, if an account that usually uses small household amounts unexpectedly receives 2-3 million rubles from an unknown person for a car, and then this money is immediately withdrawn in cash or transferred further, such a chain may require additional verification. Questions may arise if a person receives dozens of transfers from different persons in a short period of time, for example, collects money for a common gift or regularly accepts payments for services on a personal card, Leyla Tagieva gives examples.
According to her, other understandable situations can become a trigger: large transfers between own accounts in different banks, especially if money passes quickly through several accounts; a sharp change in habitual activity after logging in from a new device or from another region; transfers to persons who are already in the bank's anti-fraud databases.
You can challenge it
If an operation or a chain of transfers is suddenly found suspicious, a citizen has every right to find out the reason and challenge the decision of a bank or other financial institution.
If the NSPK or the bank has only provided information to the regulator, the bank's client will not receive a separate notification. And if the bank refused the operation under Federal Law No. 115-FZ, the client has the right to find out the date and reasons for the refusal, submit documents on the origin of the money and explain the meaning of the operation, explains Rimma Fatykhova.
For large or atypical operations, experts recommend keeping supporting documents. For example, a car purchase and sale agreement, a loan agreement, documents on the sale of property or the provision of services. If the transaction is checked, such documents allow you to quickly explain the origin and purpose of the money.
